National Panchayati Raj Day 2026: PAI 2.0 launched, theme "Sashakt Panchayat, Sarvangeen Vikas"
India observed National Panchayati Raj Day on 24 April 2026, marking 33 years of the 73rd Constitutional Amendment. The Ministry of Panchayati Raj launched the Panchayat Advancement Index (PAI) 2.0 with 150 indicators, replacing the earlier 516-indicator framework, under the theme 'Sashakt Panchayat, Sarvangeen Vikas'.
India observed National Panchayati Raj Day on 24 April 2026 with the main event held at Vigyan Bhawan in New Delhi. The day marks 33 years since the 73rd Constitutional Amendment of 1992 came into force on 24 April 1993, giving constitutional status to Panchayati Raj Institutions (PRIs).
The theme for 2026 was 'Sashakt Panchayat, Sarvangeen Vikas' (Empowered Panchayats, Holistic Development). In a message read out at the function, the Prime Minister congratulated elected representatives of PRIs and emphasised that active participation of women and youth makes panchayats more effective, and that empowered panchayats are the backbone of Jan Bhagidari (people's participation) and transparent local governance.
The headline launch of the day was the Panchayat Advancement Index (PAI) 2.0 portal. The revised index rationalises the framework from 516 indicators (in PAI 1.0) down to 150 indicators across the nine themes of the Localisation of Sustainable Development Goals (LSDG). The Ministry of Panchayati Raj also released the PAI-2.0 Report and three books under the 'Meri Panchayat Meri Dharohar' series. Elected representatives from Uttar Pradesh, Uttarakhand and Haryana attended.
Exam angle: The 73rd Amendment Act, 1992 inserted Part IX (Articles 243-243-O) and the Eleventh Schedule (29 subjects) into the Constitution. PRIs are a three-tier system — Gram Panchayat, Panchayat Samiti, Zilla Parishad — with mandatory elections every five years, reservation for SC/ST/women, and a State Election Commission and State Finance Commission for each state. The PAI is a composite index built on the LSDG nine themes (poverty-free village, healthy village, child-friendly village, water-sufficient village, clean & green village, self-sufficient infrastructure, socially just village, good governance, women-friendly village).
