Harivansh Narayan Singh has been elected unopposed as the Deputy Chairman of Rajya Sabha for a third consecutive term. No opposition candidate filed a nomination, making Singh's election a formality. He has held the position since 2018 and is only the second person in Indian parliamentary history to serve three terms as Rajya Sabha Deputy Chairman.

The Deputy Chairman of Rajya Sabha is elected by the members of the Upper House from among themselves, as per Article 89(2) of the Indian Constitution. The Deputy Chairman presides over the proceedings of Rajya Sabha in the absence of the Chairman (who is the Vice President of India). The position is not subordinate to the Chairman and carries the same powers while presiding.

Under the Constitution, the Deputy Chairman holds office until they cease to be a member of Rajya Sabha, resign, or are removed by a resolution passed by a majority of all the then members of the Council. This provision is specified in Article 90 of the Constitution.

The Rajya Sabha, or Council of States, is the Upper House of the Indian Parliament. It has a maximum strength of 250 members — 238 elected by state legislative assemblies through proportional representation by means of single transferable vote, and 12 nominated by the President for their expertise in literature, science, art, or social service.
